WHAT IS THE SUPREME PETROLEUM COUNCIL (SPC) APPROVAL?

We ADCS is just a phone call away from getting the SPC approval (Supreme Petrol Council Approval) which is mandatory for any activity associated with “Onshore and Offshore Oil and Gas sector in Abu Dhabi. The SPC (Supreme Petroleum Council) approval authorizes a company with the activities associated with Oil & Gas Field & Facilities Services” and is required when a company would like to collaborate with ADNOC or any other company accredited to ADNOC. The Supreme Petroleum Council was established under law No. (1) of the year 1988 to formulate Abu Dhabi’s petroleum-related policies, objectives, activities, and to oversee their effective implementation across all areas of the petroleum industry in Abu Dhabi and to ensure that the set goals are accomplished. Besides, the Council also acts as the ADNOC Board of Directors and is responsible for the business strategy and financial performance.

WHO REQUIRES SPC APPROVAL?

If a company is keen to work with ADNOC either directly or with any other ADNOC authorized companies in the Oil & Gas sector in Abu Dhabi needs SPC approval. SPC approval is mandatory on the trade license for the company to apply for ADNOC Vendor Registration and to apply for tenders and/or succeed in gaining work from ADNOC or their attributed companies.

WHY DO YOU NEED SPC APPROVAL?

Companies interested to collaborate directly with any company associated with the Oil and Gas sector in Abu Dhabi require SPC Approval on their trade license. This approval is compulsory to get issued CICPA (Critical Infrastructure & Coastal Protection Authority) security passes which provide access to oil field and critical infrastructure sites. This approval is mandatory for all companies to deal with Oil and Gas (ADNOC) companies operating in Abu Dhabi, regardless of the core activities you are trading with.

WHO CAN APPLY FOR ADNOC / SPC?

Any company can apply for ADNOC / SPC approval, but not everyone will be approved. There are strict guidelines to be observed by the authority while granting this approval to any company. A company who wishes to apply will need to be an Onshore LLC, with a 51% SPC approved local partner or a Foreign Branch with an SPC approved National Service Agent (NSA). Some Dual Licenses and Free Zone Branches can obtain the SPC activity on the Trade License, but restrictions and special requirements apply. It is advised to set up as an Onshore Abu Dhabi Company or Foreign Branch to ensure your eligibility to work with ADNOC.
